Series Information
The Department of Census and Statistics conducted this survey for the first time in 2006/07 to collect the information for selected MDG Indicators.
Abstract
At the Millennium summit held in New York in the year 2000, member countries of the United Nations decided upon eight development goals, with the intention of improving the living standards of developing nations.

The goals are :
Eradication of poverty and hunger,
Achievement of universal primary education,
Promote gender equality,
Empowerment of women,
Reduce child mortality,
. Improve maternal health,
Combat HIV/AIDS and Malaria,
Ensure environment sustainability and
Develop global partnership for development

They consist of 18 targets to be achieved by 2015 where the progress is to be assessed at regular intervals with 1990 considered as the base year.

Forty eight statistical indicators have been suggested to be used in the monitoring process. The Department of Census and Statistics as the Government authority on official statistics, has been entrusted with the task in preparing MDG indicators to show the progress with respect to the eighteen targets. This household survey was designed to collect information for 12 indicators for which data is not available from the regular surveys of the Department.

Notes
DEMOGRAPHIC Information - sex, age, marital status, education
HOUSEHOLD characteristics - water and sanitation, usage of solid fuels, telephone usage, use of insecticides, treated mosquito nets, and information related to slums and shanties.
WOMEN in slums and shanties - satisfaction of basic needs, domestic violence and abuses.
CHILDREN (age 5 -14 yrs) - education
YOUTH (age 15 - 24 yrs) - literacy, tertiary education, knowledge of AIDS

Geographic Coverage
National coverage - Excluding Northern province and Trincomalee District in the Eastern province.
Universe
The survey covered usual residents including the members aged 5 - 24 yrs who are boarded in institutions.

Enumeration was carried out by district statistical officers and supervision of a sample household was done by the head of the district office.

Questionnaires

Questionnaires
Questions in the section of Knowledge of HIV/AIDS were given as a separate form to the respondents to fill by him/her independently. Information for other questions were collected by face to face interviews.

Data Processing

Data editing took place at a number of stages throughout the processing, including:
a) Office editing and coding
b) During data entry
c) Structure checking and completeness
Other Processing
Data was processed by district -wise batches and stored in separate files.
Data processing included the following steps.
1. Counting and accepting the filled questionnaires by the DP Division
2. Do a visual check for completeness
3. Preliminary editing and marking codes
4. Entry of data
5. Run edit program for each District batch
6. Produce error report and return to the Survey office
7. Correction of errors on the report
8. Change incorrect data using the corrected error report
9. Re-run the edit program and repeat the error correction procedure
10. Produce final report on clean data with a backup of clean data.

Confidentiality
Under the Census ordinance, micro data cannot be released with identifications for public use. Procedures are in place to ensure that information relating to any particular individual person, household or undertaking will be kept strictly confidential and will not be divulged to external parties. Information on individual or individual Household/establishment will not be divulged or published in such a form that will facilitate the identification of any particular person or establishment as the data have been collected under the Census ordinance, according to which the information at individual level cannot be divulged and such information is strictly confidential.
Access conditions
The dataset has been anonymized and is available as a Public Use Dataset. It is accessible to all for statistical and research purposes only, under the following terms and conditions:

1. The data and other materials will not be redistributed or sold to other individuals, institutions, or organizations without the written agreement.

2. The data will be used for statistical and scientific research purposes only. They will be used solely for reporting of aggregated information, and not for investigation of specific individuals or organizations.

3. No attempt will be made to re-identify respondents, and no use will be made of the identity of any person or establishment discovered inadvertently.

4. No attempt will be made to produce links among datasets provided by the Department or among data from the Department and other datasets that could identify individuals or organizations.

5. Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from the Department will cite the source of data in accordance with the Citation Requirement provided with each dataset.

6. An electronic copy of all reports and publications based on the requested data will be sent to the Department

The following rules apply to micro data released by the the Department of Census and Statistics.

* Only the request of Government Institutions, Recognized Universities, Students, and selected international agencies are entertained. However, the Data useres are required to strictly adhere to the term stipulated in the agreement form.

* All the data request should be made to Director General (DG) of the DCS as teh sole authority of releasing data is vested with the DG of the DCS. The DCS of Sri Lanka reserves sole right to approve or reject any data request made depending on the confidential nature of the data set and intended purpose of the study or analysis.

* Request for micro data should be made through the agreement form designed by DCS for this purpose (From D.R.1). The agreement form should be filled in triplicate and the Study/project proposal should accompany the filled agreement form. If requests are made fro the micro data of more than one survey, a separete agreement should be signed.

* If the data request is from a student a letter frome the respective Dept. Head/Dean/Supervisor, recommending the issue of data, should also be accompanied.

* If the request is approved only 25% of the data file is released at the first stage. The release of the total data file is considered only after reviewing the draft report prepared on the basis of the 25% sample data file.

* The released Data file should be used only for the specific study/Analysis mentioned in the agreement form and shall not be used for any other purpose without the prior approval of the Director general of the DCS. Moreover, Copies of the micro-data file, obtained from the DCS, shall not be giving to anyone else without the prior written approval of the Director General of the DCS.

* The draft report of the Study/Analysis should be submitted to the DCS and the concurrence of the DG of the DCS, should be obtained before publishing it. Once published, a copy of the final report should be submitted to the DCS.
