Series Information
The Census of Public and Semi Government Sector Employment conducted in 2006 is the Seventh in the series of such censuses by the Department of Census and Statistics since 1980. Previous six censuses were conducted in 1980, 1985, 1990, 1994, 1998 and 2002 respectively. Three censuses administered before 1980 were limited only to Public Sector Employment and were conducted by the Ministry of Public Administration in the years 1968, 1972 and 1976.
Abstract
The Census of Public and Semi Government Sector Employment was conducted by the Department of Census and Statistics on 1st July 2006. The infomation of the employees of Permanent, Casual, Temporary, Contract Basis or Other Basis under the following sectors were collected.

State Sector : All the Minisries, Departments and Institutions not coming under any Ministry but under the Central
Government are included.

Provincial and Public Sector : All the Ministries and Institutions coming under the Provincial Councils.

Semi-Government Sector : Coperations, Boards, Authorities, State Banks and Public and Private Companies.

The Census frame consisted of 62 Ministries and 8 Provincial Councils. There were 1055 Institutions under the State sector, 708 under the Provincial Public Sector and 265 Institutions under the Semi-Government Sector.

At this census every attempt was made to collect information regarding personal and occupational attributes of the employees such as personal emoluments, occupation, and language abilities, educational qualifications, professional qualifications, salary particulars, details of loans, leave taken, type of residence, distance to place of work from current residence and mode of travel etc;

Data Collection Notes
As an initial step, the census frame was prepared in January 2006 by listing all the institutions under each Ministry
and provincial council.. A coordinating officer was appointed to each institution of the Ministry under the Central government and to the Provincial councils to monitor the census and to liaise with the Department of Census and Statistics.

All the Institutions were asked to provide the number of employees according to the paysheet of January 2006.
Based on that estimate all census documents were sent to the coordinating officers to distribute among the
employees. Collecting duly filled schedules, preparing the summary form and returning filed schedules were responsibilities of the coordinating officers. The information was collected through a postal enquiry where every employee had to fill a questionnaire individually.

Data Processing

Data Editing
The data were entered in more than 15 microcomputers using the specially prepared software in CsPro. The data were entered in the computer lab of the DCS, with 25 staff trained prior to data processing. In order to ensure quality control, the software was programmed to check the internal consistency of data entered. Procedures and standard programs developed.The SPSS-version 13 statistical package was used for data tabulation and analysis.

Under the Statistical ordinance, micro data cannot be released with identifications for public use. Procedures are in place to ensure that information relating to any particular individual person, household or undertaking will be kept strictly confidential and will not be divulged to external parties. Information on individual or individual Household/establishment will not be divulged or published in such a form that will facilitate the identification of any particular person or establishment as the data have been collected under the Census/Statistical ordinance, according to which the information at individual level cannot be divulged and such information is strictly confidential.
Access conditions
The dataset has been anonymized and is available as a Public Use Dataset. It is accessible to all for statistical and research purposes only, under the following terms and conditions:

1. The data and other materials will not be redistributed or sold to other individuals, institutions, or organizations without the written agreement.

2. The data will be used for statistical and scientific research purposes only. They will be used solely for reporting of aggregated information, and not for investigation of specific individuals or organizations.

3. No attempt will be made to re-identify respondents, and no use will be made of the identity of any person or establishment discovered inadvertently.

4. No attempt will be made to produce links among datasets provided by the Department or among data from the Department and other datasets that could identify individuals or organizations.

5. Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from the Department will cite the source of data in accordance with the Citation Requirement provided with each dataset.

6. An electronic copy of all reports and publications based on the requested data will be sent to the Department

The following rules apply to micro data released by the Department of Census and Statistics.

• Only the requests of Government Institutions, Recognized Universities, Students, and selected international agencies are entertained. However, the Data users are required to strictly adhere to
the terms stipulated in the agreement form.

• All the data requests should be made to Director General (DG) of the DCS as the sole authority of releasing data is vested with the DG, DCS. DCS of Sri Lanka reserves sole right to approve or reject any data request made depending on the confidential nature of the data set and intended purpose of the study or analysis.

• Requests for micro data should be made through the agreement form designed by DCS for this purpose (Form D.R.1). The agreement form should be filled in triplicate and the Study/project proposal should accompany the filled agreement form. If requests are made for the micro data of more than one survey, a separate agreement should be signed.
