Information on disabilities ie. whether a person was blind, deaf and deaf-mute or crippled has been obtained all the censuses in Sri Lanka from 1871 with the exception of the censuses in 1931 and 1971.

At the Census of Population and Housing 2001, the information about physical and internal disabilities were collected through a special schedule. Such data were confined only to physical disabilities in previous censuses conducted in 1946, 1963 and 1981.
Abstract
The information about both physical and mental disabilities were collected in the Census of Population and Housing 2001 using a special schedule. Disabled persons were identified during the preliminary census through the 'Population and Housing Schedule (F3)'. Simultaneously the specially designed 'Schedule for Disabled Persons (F4)' was used to collect the information about the type of disability, age at which the disability occurred and cause of disability.

Disability information was not collected from persons present in non housing units and from homeless persons at the final Census day of the Census of Population and Housing 2001.

Scope

Notes
Physical and mental disability is defined as if a person is having disability/disabilities in seeing, hearing, speaking, disability/disabilities in hands, legs, any other physical disability/disabilities, mentally retarded or psychosis. Following types of disabilities were covered during the census:

a) Disabilities in seeing
b) Disabilities in hearing/speaking
c) Disabilities in hands
d) Disabilities in legs
e) Other physical disabilities
f) Mental disabilities

In addition to the disability, the age at which the disability occurred and the cause of the disability were also collected.

The enumeration of disabled persons was conducted as an activity parallel to the enumeration of the Census of Population and Housing 2001. The census enumeration was able to be carried out completely in 18 out of 25 Districts. Due to the disturbed conditions in Northern and Eastern provinces certain areas could not be enumerated completely.

Note : Disability information was not collected from persons who are homeless, at the final Census of the Population and Housing 2001.

One general opinion of the enumerators was that the method adopted [face to face] for enumeration found to be somewhat embarrassing to some householders to provide disability information pertaining to their family members.

Note - This is an un-quantified opinion but could be considered to seek improved alternatives in enumerating future disability surveys.

Supervision
The role of the supervisor was to coordinate the activity of data collection in the Census Blocks, supervising the quality of the collected data and managing the interviewers and accessories.
Data Collection Notes
At the stage of preliminary census, the enumerators collected information pertaining to every individual who usually live in the household using the 'Population and Housing Schedule (F3)'. Each 'Census Block' was assigned to an enumerator and there were around 110,000 enumerators throughout the country. At the time of recording a persons' individual information to the Population and Housing Schedule, if a physically or mentally disabled person were found in the household, enumerators completed the questionnaire of Schedule for Disabled Person (F4) for that person after completing population and housing schedule for that household.

Data Processing

Data Editing
Data processing consisted of two major phases.
(1) Manual editing and coding,
(2) Computer processing such as fixes while data entry, structure checking and completeness and secondary editing..

Manual editing was confined in the field to simple checks such as verification of area identification codes. Coding was required only in respect of three questions, namely educational attainment, place if trained for any vocation as a disabled person and occupation.

Data were entered for the second time to verify the original keyed data which is called the verification process. When the administrators fell that the overall error rate is diminishing, the verification process was mitigated step by step assuming that the operators are progressively improving in entering the questionnaires correctly.

A series of computer edit checks were carried out and records containing errors were printed for visual verification. These edit checks included both range and consistency checks.

Processing was done on IBM S390 integrated server 3006 model B01 and several personal computers.
Keyboard to disk type data entry was adopted for data capture.

The software Integrated Micro Computer Processing System (IMPS) developed by U.S. Bureau of Census was used to data processing activities including data entry

1) Merge edited batch-wise data to form the Master for each district.
2) Imputations
3) Recoding of variables needed for analysis
4) District-wise tabulations
5) The 18 complete District data batches were finally merged and produced the full file.

All tabulations were done by the application of SPSS software package.

Confidentiality
Under the Census Ordinance, micro data cannot be released with identifications for public use. Procedures are in place to ensure that information relating to any particular individual person, household or undertaking will be kept strictly confidential and will not be divulged to external parties. Information on individual or individual Household/establishment will not be divulged or published in such a form that will facilitate the identification of any particular person or establishment as the data have been collected under the Census Ordinance, according to which the information at individual level cannot be divulged and such information is strictly confidential.
Access conditions
The dataset has been anonymized and is available as a Public Use Dataset. It is accessible to all for statistical and research purposes only, under the following terms and conditions:

1. The data and other materials will not be redistributed or sold to other individuals, institutions, or organizations without the written agreement.

2. The data will be used for statistical and scientific research purposes only. They will be used solely for reporting of aggregated information, and not for investigation of specific individuals or organizations.

3. No attempt will be made to re-identify respondents, and no use will be made of the identity of any person or establishment discovered inadvertently.

4. No attempt will be made to produce links among datasets provided by the Department or among data from the Department and other datasets that could identify individuals or organizations.

5. Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from the Department will cite the source of data in accordance with the Citation Requirement provided with each dataset.

6. An electronic copy of all reports and publications based on the requested data will be sent to the Department

The following rules apply to micro data released by the Department of Census and Statistics.
• Only the requests of Government Institutions, Recognized Universities, Students, and selected international agencies are entertained. However, the Data users are required to strictly adhere to
the terms stipulated in the agreement form.

• All the data requests should be made to Director General (DG) of the DCS as the sole authority of releasing data is vested with the DG of the DCS. The DCS of Sri Lanka reserves sole right to approve or reject any data request made depending on the confidential nature of the data set and intended purpose of the study or analysis.

• Requests for micro data should be made through the agreement form designed by DCS for this purpose (Form D.R.1). The agreement form should be filled in triplicate and the Study/project proposal should accompany the filled agreement form. If requests are made for the micro data of more than one survey, a separate agreement should be signed.

• If the data request is from a student a letter from the respective Dept. Head/Dean/Supervisor, recommending the issue of data, should also be accompanied.

• If the request is approved only 25% of the data file is released at the first stage. The release of the total data file is considered only after reviewing the draft report prepared on the basis of the 25% sample data file.

• The released Data file should be used only for the specific study/Analysis mentioned in the agreement form and shall not be used for any other purpose without the prior approval of the Director General of the DCS. Moreover, Copies of the micro-data file, obtained from the DCS, shall not be given to anyone else without the prior written approval of the Director General of the DCS.

• The draft report of the Study/Analysis should be submitted to the DCS and the concurrence of the DG of the DCS, should be obtained before publishing it. Once published, a copy of the final report should be submitted to the DCS.
