This is a special study to collect information on housing units in the Tsunami affected areas.
In this data set the usual restrictions with regard to anonymization may have to be disregarded for planning and reconstruction purposes. (Pl see Data Access section)
Abstract
With the objective of providing Information on the impact of Tsunami on Sri Lanka for better planning rebuilding of systems and rehabilitation of those affected, DCS conducted a Census of Tsunami on Feb 2005 to provide unbiased and reliable information on this event. The complexity of the situation was very high and DCS realized this as a tough task. The Census was conducted in two stages. During the stage 1, all the building units in the affected Census Blocks were listed under three categories. In stage 2, detailed information was collected from both damaged housing and non housing units using a separate questionnaire.

This dataset belongs to the stage 1 of the project whose purpose was to enumerate the housing units of the Tsunami affected areas and classify them by type of damage - ie totally damaged, partially damaged (restorable), partially damaged (un-restorable), undamaged.

The type of damage was taken as the nature of damage caused to a housing unit when it was directly hit by the Tsunami wave. For completeness, the undamaged housing units also had been counted.

Definition of the Buffer Zone:

The definition for measuring Buffer Zone had been set to cover the area from the sea coast to the boarder up to which the Tsunami wave directly hit the land. The tidal wave hit by other means such as from the Harbor, the Bay, the river, the Lagoon etc had to be considered.

Un-cleared area - Controlled by the LTTE

Certain areas in the North and east have been identified as the areas controlled by the LTTE, when the peace accord was signed in the year 2002. Officers of DCS were allowed to enter those areas by the LTTE in the listing operation of collecting information by type of damage.


DCS has identified all the Grama Niladhari Divisions in each District affected by Tsunami (Already all such Divisions have been marked on electronic maps)

The lists (F1 Form) of housing units and other buildings (prepared for the census 2001) pertaining to the affected census blocks of the affected GN Divisions have been extracted and photocopied from the available records.

A GN division is subdivided into several Census Blocks(CB). Each CB has about 80 housing units in the Urban areas and about 65 units in the Rural/Estate areas. Lists of H/units for each CB with sketch map were prepared and stored in the DCS for conducting surveys. This map includes building type (housing unit, other building etc), serial number of the unit. This unit is called F1 form. About 125 000 F1 forms are drawn for the entire Sri Lanka. Before any survey this list has to be updated.

The data collected in the forms were fed into Excel in a central location (DPU). Having completed the data entry a round of manual checking was conducted and errors were corrected.

Separate files were maintained for each DS Division in each District. The Division wise files had data entered either in Sinhala font or in English font. In the predominantly Sinhala speaking areas the forms were filled in Sinhala and the data was entered using Sinhala font. in Excel. For others the forms were filled in English and the data were fed in English.

The Divisional files were consolidated and a District file was prepared for all 13 Districts for archival purposes. Original Data (unconsolidated data ) in the form of District-wise zip files are available in the external Resources Section.

Note - The validity of below mentioned confidentiality clause will have to be discussed with the Access Authority as the data has been collected for state and public use. Under the Statistical ordinance, microdata cannot be released with identifications for public use. Procedures are in place to ensure that information relating to any particular individual person, household or undertaking will be kept strictly confidential and will not be divulged to external parties. Information on individual or individual Household/establishment will not be divulged or published in such a form that will facilitate the identification of any particular person or establishment as the data have been collected under the Census/Statistical ordinance, according to which the information at individual level cannot be divulged and such information is strictly confidential.
Access conditions
Note - The validity of below mentioned access conditions will have to be discussed with the Access Authority as the data has been collected for state and public use.

The dataset has been anonymized and is available as a Public Use Dataset. It is accessible to all for statistical and research purposes only, under the following terms and conditions:

1. The data and other materials will not be redistributed or sold to other individuals, institutions, or organizations without the written agreement.

2. The data will be used for statistical and scientific research purposes only. They will be used solely for reporting of aggregated information, and not for investigation of specific individuals or organizations.

3. No attempt will be made to re-identify respondents, and no use will be made of the identity of any person or establishment discovered inadvertently.

4. No attempt will be made to produce links among datasets provided by the Department or among data from the Department and other datasets that could identify individuals or organizations.

5. Any books, articles, conference papers, theses, dissertations, reports, or other publications that Prices data obtained from the Department will cite the source of data in accordance with the Citation Requirement provided with each dataset.

6. An electronic copy of all reports and publications based on the requested data will be sent to the Department.

The following rules apply to micro data released by the Department of Census and Statistics.

• Only the requests of Government Institutions, Recognized Universities, Students, and selected international agencies are entertained. However, the Data users are required to strictly adhere to
the terms stipulated in the agreement form.

• All the data requests should be made to Director General (DG) of the DCS as the sole authority of releasing data is vested with the DG of the DCS. The DCS of Sri Lanka reserves sole right to approve or reject any data request made depending on the confidential nature of the data set and intended purpose of the study or analysis.

• Requests for micro data should be made through the agreement form designed by DCS for this purpose (Form D.R.1). The agreement form should be filled in triplicate and the Study/project proposal should accompany the filled agreement form. If requests are made for the micro data of more than one survey, a separate agreement should be signed.

• If the data request is from a student a letter from the respective Dept. Head/Dean/Supervisor, recommending the issue of data, should also be accompanied.

• If the request is approved only 25% of the data file is released at the first stage. The release of the total data file is considered only after reviewing the draft report prepared on the basis of the 25% sample data file.

• The released Data file should be used only for the specific study/Analysis mentioned in the agreement form and shall not be used for any other purpose without the prior approval of the Director General of the DCS. Moreover, Copies of the micro-data file, obtained from the DCS, shall not be given to anyone else without the prior written approval of the Director General of the DCS.

• The draft report of the Study/Analysis should be submitted to the DCS and the concurrence of the DG of the DCS, should be obtained before publishing it. Once published, a copy of the final report should be submitted to the DCS.
